: 29,446 (100% female) Targeting Tool Used Housing Index. Why target? Targeting allows TSPI to keep focused on its mission, i.e. to provide the poor with opportunities to improve their standard of living through small and micro-enterprise development. It likewise ensures that the use of limited resources is maximized in a meaningful way. The Targeting Process TSPI first meets with local government officials to figure out which areas in particular localities have the greatest concentration of poor households. After selecting a general area of operation, TSPI becomes more specific in targeting its clients. At the beginning TSPI was complementing and validating the housing index with other Grameen Bank targeting methods, e.g., the means test, in choosing its members. To further simplify the targeting process and to bring about faster group formation, TSPI decided to retain only the housing index. The MFI feels that the housing status of the poor in the areas it operates in is a good proxy for the relative poverty of its clients. Most of the poor live in houses that are small and made of semi-durable materials such as bamboo, wood, GI sheets, etc. The housing index scores houses based on size (Big: 4, Medium: 2, Small: 0), structure (Firm: 4, Moderate: 2, Bad: 0), and roof (Tiles: 2, New: 1, Old: 0.5 and Nipa: 0). An individual with a score below 4.5 is eligible for a loan (although adjustments to that cutoff point are made based on the locality). Experience on Targeting TSPI believes that the costs of targeting are minimal considering the benefits of targeting. They feel the targeting to be very accurate, especially since there is an effort to customize criteria and corresponding scoring based on local conditions. The targeting process is simple and practical and is easily handled by its staff. The clients are also not burdened at all and do not have to fill up detailed forms.
