Identifying and launching new micro health insurance products

This paper discusses challenges in designing micro health insurance products and the methods and tools available to identify as well as test the feasibility of new products.

The identification and feasibility stages can provide inputs to clarify the framework of the intervention, and define major strategic choices of the project. This analysis includes information on:

  • Existence or non-existence of social protection system;
  • General health context;
  • Population’s familiarity with insurance and principles of pooling risk;
  • Population’s health related behaviour;
  • Physical accessibility of proposed services;
  • Institutional framework for the proposed project.

    The information gathered in the identification stage allows the design team to assess appropriateness of launching the microinsurance project. If the response is positive, the project moves on to the design phase, which involves mapping the partnership strategy with health care facilities, assessing potential need for capacity building, and making an initial estimate of the potential clientele.
