Minimum Standards for Economic Recovery after Crisis

Setting minimum levels of assistance for livelihoods affected by crisis

This document, published by the SEEP Network, describes the minimum level of technical and other assistance to be provided in promoting recovery of crisis-affected economies and livelihoods.

The document spans the program cycle including initial assessment of affected markets, enterprises and households, program development and implementation, impact monitoring and knowledge management. It offers a set of minimum standards, key indicators and guidance notes for humanitarian action and economic recovery efforts in crisis-affected environments. The document states that:

  • Effective economic recovery programs must be based on a clear understanding of the context;
  • In volatile environments, quality programs need mechanisms and resources to monitor changing conditions and accordingly adapt strategies and activities;
  • Providing high-quality analysis and program implementation requires technically sound staff and the ability to partner with a range of organizations and market actors;
  • Immediate post-crisis programming can facilitate longer-term recovery of markets and institutions.

The Minimum Standards are presented in six categories. The indicators measure and communicate the impact of program, as well as process used. The guidance notes offer insights for implementation under different conditions and tackling practical difficulties and priority issues.
