Using poverty scoring for targeting pro-poor programs

This paper presents a simple poverty scorecard for Ethiopia that can be used to estimate:

  • Likelihood that a household has expenditure below a given poverty line;
  • Poverty rate of a group of households at a point in time;
  • Changes in the poverty rate of a group of households between two points in time.

The scorecard is built with a sub-sample of data from Ethiopia’s 2004/5 Household Income, Consumption and Expenditure Survey. The scorecard is:

  • Useful for targeting;
  • Inexpensive to use;
  • Can be understood by non-specialists;
  • Designed to be practical for local pro-poor organizations who want to improve their social performance management.

For targeting, programs can use the scorecard's results to select a cut-off that fits their values and mission. The design of the scorecard focuses on transparency and ease-of-use. It uses eleven indicators that are inexpensive to collect and straightforward to verify. The design helps managers understand and trust scoring, and allows non-specialists to generate scores quickly while in the field.
