A Simple Poverty Scorecard for Ecuador Tracking poverty changes to offer targeted services This paper presents a simple poverty scorecard for Ecuador that can be used to estimate the likelihood that a household has expenditure below a given poverty line. It helps assess the poverty rate of a group of households at a point in time and the changes in the poverty rate of a group of households between two points in time. The scorecard is built with a sub-sample of data from Eucador’s 2005/6 Living Standards Survey. The scorecard is inexpensive, and can be understood by non-specialists. It is designed to be practical for local pro-poor organizations that want to improve their social performance. The poverty scorecard is kept simple, using 10 indicators that are inexpensive to collect and straightforward to verify. The design helps managers understand and trust scoring, and allows non-specialists to generate scores quickly while in the field. For targeting, programs can use the scorecard's results to select a cut-off that fits their values and mission. The same approach can be applied to any country with similar data from a national expenditure survey.
