Examining outcomes and project implementation from CLM members’ perspective

This report presents an evaluation of Fonkoze's Chemin Levi Miyo Program (CLM) using quantitative and qualitative methods. The CLM project was designed to tackle extreme poverty in Haiti. It aimed to provide poor rural women with assets for entrepreneurial use, heath services, housing support and a consumption stipend.

The evaluation sought to understand the process of project implementation, measure outcomes on a range of indicators and relate outcomes achieved to project processes. Results indicate that:

  • CLM has been successful in reaching its extreme poor target group;
  • Methodology demonstrates desired impact on multiple dimensions of poverty;
  • Severe child malnutrition has been eradicated in two areas and has decreased significantly in the third area;
  • Few CLM members have made great progress, a small number are struggling and the majority are in-between;
  • Greater focus regarding inputs, intended outputs and their coincidence with Fonkoze's objectives is needed.

Finally, the report lists the project's success factors and presents recommendations for the future.
