Handbook for microfinance funding agency staff

This e-book version of the  Good Practice Guidelines for Funders of Microfinance, developed by CGAP, helps funding agency staff translate guidance into daily operations. This version has the added feature of links to practical operational tools.

The publication offers guidelines to raise staff awareness of good practices and improve effectiveness of donor operations. The book states that microfinance should provide poor clients with a variety of financial services. Donor funds should complement rather than replace private capital, and accelerate innovative market solutions. Microfinance should operate at three levels by providing donor support for:

  • Financial and non-financial institutions that provide services directly to poor clients and help them reach financial sustainability, at the micro level;
  • Overall infrastructure of the financial system comprising quality auditors, rating agencies, networks and associations, credit bureaus, transfer and payment systems, information technology and technical service providers, at the meso level;
  • Stable macroeconomic and policy environment, at the macro level.

Donor agencies should define their strengths and identify partners that complement their capacities. The book concludes by identifying areas where microfinance good practices need to be defined.
