IFIs: Crowding Out or Crowding In?
2007, the Microfinance Gateway

Summary of the online debate blog hosted by the Microfinance Gateway March 28-30, 2007

This debate titled "IFIs: Crowding Out or Crowding In?” discussed:

  • Aimed to provide a space for debate following the Micro Rate paper on “international financial institutions (IFIs)”,
  • Opened with comments form Damian von Stauffenberg of MicroRate and Xavier Reille of the ‘Consultative Group to Assist the Poor’ (CGAP) and featured insights from experts,
  • Addressed the question: What are the best roles for IFIs (international financial institutions) in a rapidly changing microfinance environment?
  • Debated on the MicroRate premise that IFIs are crowding out private investment in microfinance.

The debate also focused on the issues of:

  • Public versus private capital,
  • Debt versus equity,
  • Competing on price versus other terms,
  • Interests of individual taxpayer versus individual investor.

The participants agreed that:

  • IFIs have made important contributions to the microfinance industry.
  • IFIs could support microfinance in the areas of:
    • Building strong MFIs,
    • Leveraging domestic and private capital,
    • Developing the microfinance industry.

The discussion concluded with the recommendation that transparency, consolidation and dialogue would help public and private investors to move forward in the microfinance industry.
