Analyzing the development of mobile financial services

This Mobile Financial Services Development Report 2011 assesses the development of mobile financial services (MFS) in twenty countries. It helps to identify relative strengths and weaknesses, and prioritize opportunities for collaborative action to build scale in mobile financial services.

The report defines mobile financial services development in terms of key drivers across institutional, market and end-user environments that lead to adoption and scale. It captures measures of mobile financial services development across seven pillars, namely, regulatory proportionality, consumer protection, market competitiveness, market catalysts, end-user empowerment and access, distribution and agent network, and adoption and availability. Conclusions include:

  • Relatively few people in developing markets currently use mobile financial services, despite heightened enthusiasm;
  • Distinct lack of alternatives has been the primary driver of initial adoption, more than supportive institutional or market environments;
  • Countries with initially high adoption may not be the most ready for the development of a portfolio of services;
  • Well-developed agent network is a threshold requirement for achieving scale;
  • Disciplined collection and dissemination of data contributes to successful development of the mobile financial services ecosystem.
