FINO Driven Health Microinsurance in Unorganised Sector: Case of Rashtriya Swasthya Bima Yojna Using technology in public health service delivery system This paper discusses the role of Financial Information Network and Operations (FINO) and the biometric smart card technology in the delivery of Rashtriya Swasthya Bima Yojna (RSBY) across various states in India. In view of the gaps prevalent in previous systems of delivering health insurance schemes to the poor, the Government of India partnered with FINO to implement, RSBY, one of the largest mass health microinsurance programs in the world. The FINO-designed technology platform helps insurance companies obviate moral hazards, thus making the product viable for them. The use of smart cards and advanced technology reduces administrative hassles and will eventually bring down the cost of delivery.
