Describing development of cooperative sector in Russia

This paper analyzes the implementation of the International Labour Organization (ILO) Recommendation No. 193, and the current trends in Russia’s cooperative sector.

Over the last five years, since the adoption of ILO Recommendation No. 193, the cooperative movement in Russia has gone through considerable change, characterized by changes in their internal substance and functionality. Stages in the development of cooperatives in Russia during 1998-2008 include:

  • Creation of cooperatives of a new kind;
  • Formation and build-up of primary cooperatives;
  • Beginning of uniting cooperatives in different structures;
  • Quantitative and qualitative formation and strengthening of the cooperative system,
  • Development of vertical and horizontal cooperative integration;
  • Active interrelation between cooperatives and the state.

All these stages have experienced difficulties and successes. Successful structures that evolved drew the government’s attention to the cooperative movement and influenced the adoption of new legislative initiatives. State authorities and cooperative structures and organizations need to promote awareness about Recommendation No. 193 and create favourable conditions for the development of cooperatives.
