A Hundred Small Steps: Report of the Committee on Financial Sector Reforms
2009, Rajan, R.

Strengthening the financial and regulatory infrastructure in India

This report studies India’s financial sector, considers the linkages between different segments of the sector, and proposes various reforms.

India’s financial sector is at a turning point, with many successes and much to do in the future. The report places inclusion, growth and stability as the three objectives of any reform process. It proposes reforms in the areas of:

  • Macroeconomic framework;
  • Broadening access to finance;
  • Levelling the playing field for various financial sector actors;
  • Creating more efficient and liquid markets;
  • Creating a growth-friendly regulatory environment;
  • Creating a robust infrastructure for credit.

The report emphasizes that, with the right reforms, the financial sector can be an enormous source of job creation. Without reforms, however, the financial sector could increasingly become a source of risk, as the mismatches between the capacity and needs of the real economy and the capabilities of the financial sector widen.
