How can rural financial services expand and become more effective?

This paper examines the important lessons that are emerging from the experiences of donors, governments and private investors about rural finance in developing countries. These lessons provide important guidelines on how to expand and make more effective the provision of rural financial services.

The paper identifies key themes in rural finance, which include advances in:

• Institutions:
• Saving and loan products;
• Services;
• Processes;
• Outreach and sustainability;
• Enabling environment.

The paper discusses:

• Key lessons learned about the above themes;
• Remaining important debates and puzzles;
• Key gaps in recent advances that require further examination;
• Suggestions for donors about:
  • Knowledge generation and dissemination;
  • Operations;
  • Advocacy.

The paper concludes that although financial and non-financial service providers are entering rural areas to expand service provision, there is a need for an enabling macro policy environment that can integrate rural finance into the broader financial sector.
